Macromedia Dreamweaver
Is probably the best webpage editor out there for creating web pages and
entire sites. There are a number of features including a site manager
that includes an ftp program. They have a 30 day evaluation versions that
you can use. After the 30 days you will need to buy the program.

Netscape Composer
Netscape Composer comes with Netscape Communicator 4.7 or the latest version.
This also has an FTP program built into it which makes it easier to publish
your pages/site. Download

Microsoft Frontpage
Frontpage is another easy to use webpage editor and sometimes comes
bundled with versions of Windows. You can order a 30 day trial CD from
their website.

Notepad
Believe it or not, you can use the Notepad program that comes with
Windows to create a web page. You'll have to learn how to code in HTML
though. HTML is the computer language that is used to generate web pages.
It's fairly simple and doesn't take long to learn the basics.
